Partisipasi Atau Formalitas? Representasi Penyandang Disabilitas Dalam Pembangunan Inklusif di Kota Jambi

Abstract

Inclusive development places all community groups as an important part of the development process without discrimination, including people with disabilities. However, in the implementation of regional development, the involvement of people with disabilities still faces various obstacles, both structurally and in terms of accessibility and policy representation. This study aims to analyze the representation of people with disabilities in inclusive development in Jambi City and to examine whether this involvement is substantive or still tends to be formal. This research uses a qualitative method with a case study approach. Data were obtained through in-depth interviews, documentation, and a literature review. The analysis utilizes Hanna Pitkin's representation theory, which divides representation into formalistic, descriptive, symbolic, and substantive forms. The results show that the local government has provided several formal channels for aspirations, such as the Musrenbang (Development Planning Council), public consultation forums, and other aspiration absorption mechanisms. However, the involvement of people with disabilities in these channels is still limited and has not been optimally implemented. The representation that occurs tends to be symbolic and administrative because the aspirations of people with disabilities have not consistently influenced regional development policies. In addition, budget constraints, forum accessibility, minimal direct involvement of groups of people with disabilities, and low sensitivity to disability issues are key factors affecting the quality of representation. This research confirms that the challenge of inclusive development lies not only in the existence of an ecosystem, but also in transforming representation mechanisms toward meaningful participation. Therefore, strengthening inclusive participation mechanisms is necessary by increasing the accessibility of development forums, actively involving organizations of persons with disabilities, and developing policies that are truly responsive to the needs of persons with disabilities
