Subsidi Untuk Sang Eksploitir: Kontradiksi Keadilan Sosial dan Ekologi Dalam Distribusi Bantuan Subsidi Upah Pada Masyarakat Pesisir

Abstract

This study examines the phenomenon of structural disparities in the implementation of wage subsidy assistance (BSU) through BPJS Ketenagakerjaan in the fishing community which is formalistic in nature, creating a dualism of access between modern fishermen and traditional fishermen. Using a qualitative method with a research design from John Creswell, this research data was collected through in-depth interviews, observations, and Focus Group Dissucion (FGD). The analysis was carried out using Anthony Giddens' structuring theory analysis knife to see the interaction between the policy structure and fishermen's agencies. The results of this study show that the BSU policy not only functions as an instrument of economic protection, but also as a structural sorting  tool that benefits modern fishermen due to the suitability of administration and capital ownership. On the other hand, traditional fishermen are marginalized due to social exclusion,  digital divides, and the absence of formal legality. These findings indicate that there is a policy that has a formalistic bias where the state indirectly gives privileges to exploitative (modern) groups and ignores ecological (traditional) guard groups, thus creating double inequality. This study recommends the need to reorient data collection policies that are more inclusive and adaptive to the informality reality of coastal communities which is useful for realizing sustainable social and ecological justice.
